Is the control panel v3 a governor that mantains a constant rotor speed (rpm) ?
If I install this governor, do I need the actronic controller 70-32 heli?
Note that I am going to use a maxi joker and Actro 24-5.

Yes, you still need your ESC 70-32. The V3 is an add on for constant speed of you rotor.
