I saw a picture with what seems to be an oscilloscope on the F3C Japanese Nationals. Who knows what this is about? Are they using electronics for judging?

It is a spectrum analyzer. I'm sure they are using it to watch for RF interference on the flyer's frequency.

I believe it is used to measure the dB of the sound level coming from the heli.
There is a rule in F3C that says the competing heli should not emit more than a certain dB level of sound when in flight.

No don't think so. The sound level is measured with a small device fitting in the hand showing the number
