I am not proud of their response, nor was it justifiable. However, The states response was even worse. One day before the hurricane hit, the only thing they did, was demand the feds give them "everything you've got" and told people to evacuate.
They should have been evacuating their citizens with school buses, city buses, Greyhound buses and organizing the evacuation. They didn't. They expected the feds to do all of it. After the levy broke, they were screwed. Their buses were under water, leaving them no means of mass evacuating their people. Then the blame was shifted to FEMA, who's response was better. But, it was also atrocious.
In less than 24 hours from the levy breach, looters were already out of control and New Orleans police force was nowhere to be found, again leaving the problem up to the feds...
As far as I'm concerned, Louisiana's response to the hurricane was criminally negligent. The feds were simply overwhelmed and their response was poor at best.
