the Dampeners are made for the 6mm flybar,,, so Century made these "brass tube with flange" for the 5mm flybar,,,
you put the Brass Bushings in the Dampeners before you mount the Dampener in the Rotor block (flange out), then once the dampeners are mounted in the Rotor Block slide in the 5mm spindle,, make sure you use a good non-Petroleum Grease to lube the Dampers as you mount the Dampener in the Rotor Block and as you install the Bushings in the Dampeners !! (I use Spark Plug Boot Grease on my Dampeners"
NOTE,,, I would think with using the Brass Bushing you don't need to use a washer between the Bushing and Grip Bearings, but you better ask someone else because I have not used this setup !!
