| First, i wouldn't say your not out of line at all. At least your not jumping in blindly, that's a good thing.
I think we might need a little more info in order tell you if it's a good deal or not. Exactly what radio is it, what servos are in the heli, what gyro, and what motor and muffler compination does it have?? Oh and what's he asking for it??? Is he willing to help you along the way. Trust me you'll probably be needing lots of help in the beginning.
Used in my opinion is not usually the best way to go for a beginner. I always recommed that you get new and actually build it yourself. That way you know how to work on it and you also know it's all in good working order.
Now, odds are if it's an older Raptor with an 8 channel radio on 72Mhz the whole combo is probably worth about/maybe $600.00. Maybe an extra $100.00 with the sim. Maybe. Good used helis usually go for about half of what new would cost.Even less now that most guys seem to be making the switch to 2.4 or Spektrum.
Your question is very open and kinda hard to answer in a nut shell. But a new ,lets say 30 or 50 size nitro heli set-up can cost anywhere from $900.00 to $2000.00,plus, depending on what kit and what radio you get.Not to mention tools and starting equipment.
I could dump $1800.00 and maybe more, real easy into a decked out TRex 600N, real easy. That's all 100% new, high end equipment at your average LHS/online prices. Now on the other hand a new Hawk pro with a fairly good 7ch raio on 72Mhz, OS 32, 401 gyro can be had for about $900.00 or $950.00, again all new.
Truth is that in this hobby you will pretty much always get what you pay for. It just depends on what you want to do and where you want to go. Oh yes, and what your willing to spend to get it.
