Actually, this was proven false by the inventor of the Stator Gator, Tom Fiddler. He was able to show that the GV-1 definitely responds to slope of the throttle curve. He had the GV-1 governing a weedwacker and the servo would move based on the slope of the throttle curve and, obviously, the engine RPM deviated as well. The load on the engine was not changing. The target RPM didn't change.
He stated this numerous times publicly but no one ever really listened.
