I talked to him and he said that they are a semiconductor and they are ultra bright. They can be seen in the air on a sunny day. Thanks.

they are ultra brigh white leds. thats all. Look at digikey for led they can get pricey.

You can get ultrabright led's for relatively cheap prices if you get the ones with a narrow viewing angle.
The high viewing angle, ultra-bright leds are expensive.

I'm working on trying to find them. I'll post something when I do. I spoke with Digikey today.. actually talked to the Product Manager but they do not carry these. I'm pursuing another lead. More later.
The LEDs alone are not enough, this also requires a reflector, it's like a tiny version of a car's high beams. My Audi uses a strip of such LEDs as daytime driving lights and they really quite impressive and visible from a very long distance. Yes, they are not cheap:
