| I guess I do, as a Raven Small UAS operator. I am certified to operate and instruct on the operation of the Raven/Pointer system by the US DOD UV Program Office. This certification is recognized by the FAA for operation in approved COA airspace.
That's about as close you can get to such an authority, albeit loosely so.
