I can only speak to this from my own experience. As it happens, almost six years after I wrote a check for $3500 to Matthew E. Cohen, J.D., L.L.M., CPA, I'm going to municipal court next Wednesday morning.
I had him served in the La Tuna Federal Penitentiary. (Where he served 4 months... not the 4 years that the U.S. Attorneys speculated, in the local newspaper.) He burned the IRS for something in the 3.5 to 5 million dollar range. He burned local clients (in fees, and penalties that they had to pay because of his shennanigans) for something in the $700 K range. Presently, he is living under house arrest in Phoenix.
He responded to my summons (using the address of his mother's house here in Albuquerque) claiming that he performed $3500 worth of services for me. In fact, all he did was FAX me an IRS Power of Attorney form. And is claiming that my complaint is not valid because the statute of limitations has run out.
If the judge agrees with this "Statute of Limitations" nonsense... you can all beware. "Licensed Professionals" can rip you off, slither off under a rock, and if they manage to hide long enough, the legal system will step up on their behalf.
This guy closed and vacated his office, shut off his phones, and disappeared 5 years ago. It took the IRS 3 years to find him, convict him, and give him a four month, slap on the wrist. He ripped off the U.S. Taxpayers for something between 3.5 and 5 million... meanwhile, the newspaper reports his net worth at $4.6 million...
I'm cooperating with another attorney, who represents a client that Mr. Cohen burned for $400,000. Ironically, the attorney that I am helping recommended Cohen to his client... to handle IRS matters that he felt were too complicated to do himself....
Even if I do get a favorable judgement next Wednesday, it is still basically a meaningless piece of paper. You can bet that this weasel has hidden all of his assets, and there will be no way for me to collect.
Anyway... I'm glad that Rhandal is going to have a new residence soon, but it still doesn't get any money back to those of you who were victimized by him.
