X400 manual recommends 2800~3000kv with 14T pinion.
I got this from one of the Hacker dealers: B20 "S" Series - A high performance upgrade for 280-400 sized brushed motors.
I will use a 25A-30A esc with TP2100.
Will see if it fly around. No 3D yet. Just to get to know this machine in it's early stage.

The Hacker you have is a great little motor for a 280-300 gram heli. Yje X400 is going to be closer to 550-650 grams and the little Hacker just won't have the grunt you need IMHO. If you are a Hacker fan the B20 "L" series motors are your best bet.

Hacker B20-22S will not fly this machine! Hover for a few minutes and that's it.
Mega motor coming up.
